Communal/Landlords, Highcliffe, South Promenade, Port Erin, Isle Of Man, IM9 6jd
The proposal sought to change the use of Flat 4 within the Highcliffe and Beachmount apartment building on South Promenade, Port Erin, from residential to tourist accommodation. The officer considered that introducing tourist use into a building occupied by permanent residents would generate additional activity and noise associated with short-term visitors, harming the amenity of those living there on a long-term basis. The Planning Committee agreed with the officer's recommendation to refuse, finding that the change of use would result in excessive noise and disturbance to the detriment of residential amenity.
The application was refused because converting a flat within a residential apartment building to tourist accommodation was judged likely to cause excessive noise and disturbance to permanent residents. The transient nature of short-term visitors in a shared building was the decisive concern. The Planning Committee, which determined the application, agreed with the officer's assessment.
