The proposal was to erect a long industrial building clad in grey sheeting with blue piping and doors, subdivided into units each with a full-height door, pedestrian door, and window on both front and rear elevations. The site is a rectangular plot to the rear of existing industrial premises at Balthane Industrial Estate, designated as Existing Industrial land under the Isle of Man Planning Scheme 1982, with previous permissions already granted for development on the wider landholding. The main planning issues were parking provision and highway access. The Highways Division initially objected because parking was not shown on the original plans and no assessment of access capacity had been provided. The applicant responded with amended plans showing 24 spaces arranged around the building, matching the layout of the adjacent building. The officer judged this sufficient: the Strategic Plan standard for general industrial use required 23 spaces, which the proposal met.
The proposal met the Strategic Plan parking standard for general industrial use, with 24 spaces provided against a requirement of 23. No watercourse or wildlife corridor was found to be at risk. Permission was granted subject to five conditions, including a restriction of use to general industrial purposes including storage and distribution, and drainage requirements.
Existing Industrial land
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as Existing Industrial land.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This permission relates to the erection of an industrial building with associated parking as shown in drawings GA 300A received on 16th April, 2008 and GA1 1250/B, GA 1, GA 4 all received on 18th February, 2008.
Condition 3
The building may be used only for general industrial purposes including storage and/distribution.
Condition 4
There must be no discharge of surface water to the main foul sewer.
Condition 5
The proposed development must be connected to the main foul sewer.
