The site defined in red represents a rectangular piece of land which lies to the rear of the Freeport and to the rear of Wilson and Collins' existing industrial premises on the north western side of the 15 May 2008
Balthane Industrial Estate road, to the south west of the main Balthane Road. The red line-defined site includes only the footprint of the proposed building: the area defined in blue defines all the land owned by the applicant which includes the existing building and the newer building to the rear which was approved under PA 04/00684.
PLANNING STATUS The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as Existing Industrial land.
PLANNING HISTORY Planning permission has been granted for the development of the site - PAs 02/2000 and 04/0684.
THE PROPOSAL The application proposes the erection of a long building - 15.2m by 75m and 8m to the ridge. Each unit has a tall door to eaves height and pedestrian door and window in the front elevation and a pedestrian door and window in the rear elevation. The building is to be clad in grey sheeting and with blue piping and doors.
The arrangement for parking is not clearly shown on the originally submitted plans. The applicant has submitted further plans showing the provision of 24 spaces around the building in an arrangement similar to that of the adjacent building.
The building is to be used for light industry/storage, the implications for which are different.
REPRESENTATIONS The Isle of Man Fire and Rescue Service recommends consultation regarding fire precautions.
Malew Parish Commissioners indicate that they have no objection to the proposal
Department of Transport Drainage Division recommend conditions regarding the drainage of the site
Department of Transport Highways and Traffic Division object on the basis that there is no parking shown on the plans and that there is no assessment of the capacity of the adjacent access to accommodate the traffic which will be generated by the proposed development.
Manx Electricity Authority recommend a note regarding the provision of electricity supplies to the site.
Department of Agriculture, Fisheries and Forestry recommend that no development is undertaken within 8m of a watercourse, in order to minimise the risk of disturbance to the river and to maintain a natural wildlife corridor. There would not appear to be any watercourse within or near the site nor natural wildlife corridor which would be affected by the proposal.
ASSESSMENT The Strategic Plan requires there to be one space per 30 sq. m. of light industrial space, 1 per 50 sq. m of general industrial space and 1 space per 100 sq. m of space for storage. The proposed floorspace will generate a need for 23 spaces for general industrial use, which are provided in the proposal.
Whilst the Department of Transport have expressed concern about the access route, this is an established industrial area where industrial traffic of all kinds already visit the site on a regular basis. There is generally plenty of free parking space in front of the existing building to the west of the site, the one which fronts onto the estate road.

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Manx Electricity Authority raise issues regarding working practices around existing supplies, which are not material planning considerations and as such the Manx Electricity Authority should not be afforded party status in this instance and their comments are not relevant to the decision notice.
The Isle of Man Fire and Rescue Service is not directly affected by the proposal and should not be afforded party status in this case and their comments are not relevant to the decision notice.
Department of Agriculture, Fisheries and Forestry represent a statutory authority and raise material planning concerns and as such should be afforded party status in this instance.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This permission relates to the erection of an industrial building with associated parking as shown in drawings GA 300A received on 16th April, 2008 and GA1 1250/B, GA 1, GA 4 all received on 18th February, 2008.
The building may be used only for general industrial purposes including storage and/distribution.
There must be no discharge of surface water to the main foul sewer.
The proposed development must be connected to the main foul sewer. NOTE: A Drainage Connection Fee will be payable to the Drainage Authority on this development Q1 34033 Q2 34034 15 May 2008 HEA - undingened HEA - G.A. 1 HEA
