The application sought to convert a stone barn within a group of former farm buildings at Glentramman, Lezayre, for use either as ancillary accommodation to the main farmhouse or as holiday accommodation, along with a single garage and amenity area. No external alterations to the barn were proposed as part of the change of use. The officer noted that windows and doors appeared to have been installed some years earlier, likely before the current applicant purchased the property, and no planning record for those works could be found. The Planning Committee agreed with the officer's recommendation and granted permission, subject to three conditions.
The proposal was judged acceptable because it involved no external alterations to the barn and accorded with Planning Circular 3/89 on the conversion of rural buildings. The Planning Committee approved the scheme on that basis.

the conversion of existing redundant buildings where such conversion complies with planning circular 3/89 - Renovation of Buildings in the Countryside. Alternatively the Department may accept the expansion of existing facilities which have shown a positive previous contribution to tourism in the area. However, no approval will be granted to any development which would result in an adverse impact on the countryside whether this be from visual intrusion, the impact of traffic or car parking or inadequate arrangements for the servicing of the development.
Condition 1
The use must be taken up within four years of the date of this notice in order for this approval to remain valid after that time.
Condition 2
This approval relates to drawing no. 510171-0 rev. A date stamped the 13th June 2005.
Condition 3
The accommodation created by this approval must only be used either as accommodation ancillary to that of the existing dwelling, known as Lower Glentramman Farm, or as tourist accommodation for individual lets, not exceeding four weeks in duration. For the avoidance of doubt, no approval should hereby be conferred by this approval for the use of the new accommodation as a separate dwelling.
