Officer's Report
The application seeks approval for the change of use of a barn within a group of buildings comprising of a former farmhouse and associated farm buildings in Glentramman, Lezayre.
It is my understanding that the applicant wants to be able to use the building for either ancillary accommodation to the main dwelling or as holiday accommodation. There are no external alterations involved with the change of use. I can find no record of any planning application for the installation of windows and doors but based on my site visit the works appears to have been done several years ago, probably before the applicant’s purchase of the property.
There are objections from local residents and Lezayre Parish Commissioners. However, I would suggest that these are based on the previous planning history of the applicant rather than the merits of this current planning application. Given that the building is of a suitable size and is obviously redundant I consider that the proposed change accords with Planning Circular 3/89. I recommend that the planning application be approved subject to conditions restricting its use.
Recommendation
Recommended Decision: Permitted
Date of Recommendation: 30.08.2005
Conditions and Notes for Approval / Reasons and Notes for Refusal
C : Conditions for approval N : Notes attached to conditions R : Reasons for refusal
- : Notes attached to refusals
C 1. The use must be taken up within four years of the date of this notice in order for this approval to remain valid after that time.
C 2. This approval relates to drawing no. 510171-0 rev. A date stamped the 13th June 2005.
C 3. The accommodation created by this approval must only be used either as accommodation ancillary to that of the existing dwelling, known as Lower Glentramman Farm, or as tourist accommodation for individual lets, not exceeding four weeks in duration. For the avoidance of doubt, no approval should hereby be conferred by this approval for the use of the new accommodation as a separate dwelling.
N 1. The applicant is advised that the Fire Safety Officer recommended that the planning application be refused on the grounds that the means of escape from the bedroom accommodation discharges into the kitchen area, which is inherently unsafe in the event of fire. Whilst this is outside the realm of planning and cannot form reason for refusal it is recommended that the applicant examines the internal layout in this regard.
