Ballakindry Mill Ballagawne Road Ballabeg Castletown Isle Of Man
This application sought approval in principle for the conversion of Ballakindry Mill, an existing mill building on Ballagawne Road north of Ballabeg, into a single dwelling. The building sits on the eastern side of the B43 and is described in the officer report as attractive and clearly visible from the road. During the application process, amendments were made including a revised site plan identifying land for parking and a limited garden area, and the rebuilding of an existing lean-to annex further back on the same gable elevation to improve its appearance and visibility for drivers emerging from the site. The application was permitted on 2 March 2005, decided by the Director of Planning under delegated powers. Five conditions were attached to the approval.

the conversion of existing redundant buildings where such conversion complies with planning circular 3/89 - Renovation of Buildings in the Countryside. Alternatively the Department may accept the expansion of existing facilities which have shown a positive previous contribution to tourism in the area. However, no approval will be granted to any development which would result in an adverse impact on the countryside whether this be from visual intrusion, the impact of traffic or car parking or inadequate arrangements for the servicing of the development.
Condition 1
This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
Condition 2
This approval relates to the principle of the renovation of the existing mill with alterations as shown in outline on plan reference 02 received on 6th January, 2005 and its conversion to a single residential unit.
Condition 3
The scheme must retain the building largely as it presently exists, subject to the modifications shown in outline in plan 02 and where possible retaining the existing aperture in the front elevation, utilising this for vehicular parking space contained within the building, thus avoiding the erection of subsidiary garaging which would detract from the character of the building.
Condition 4
Septic tanks and soakaways to serve the new dwelling must remain a minimum of 10m from any ponds, streams or watercourses to prevent seepage which could cause pollution thereof.
Condition 5
The applicant should note that there is an old millrace which runs alongside the mill. Although this is disused if may be capable of transferring significant amounts of water during storm periods and therefore mitigation measures may be required and must be shown in any application for reserved matters. The applicant is advised to consult the Department of Transport Drainage Division in this respect. No alterations to any watercourse may be undertaken without the approval of the Department of Transport's Land Drainage Engineer.
