Officer's Report
The site represents the footprint of an existing mill building located to the north of Ballabeg on the eastern side of the B43, Ballagawne Road.
Proposed here is the principle of the conversion of the mill to a single dwelling,
The building is an attractive one which is clearly visible from the road and as such I feel its renovation is worthy under the provisions of Planning Circular 3/89.
DoT have objected on the grounds of inadequate information. Please defer.
I have obtained further information including a better site plan which identifies land which will accommodate parking and a limited garden area and the DoT no longer object to this. The applicant has clarified that the proposal will also involve the rebuilding of an existing lean-to annex further back on the same gable elevation which will improve both its appearance and the visibility for emerging drivers.
This scheme now proposes a positive proposal for the restoration and use of an attractive building which is in great need of this.

C 1. This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
C 2. This approval relates to the principle of the renovation of the existing mill with alterations as shown in outline on plan reference 02 received on 6th January, 2005 and its conversion to a single residential unit.
C 3. The scheme must retain the building largely as it presently exists, subject to the modifications shown in outline in plan 02 and where possible retaining the existing aperture in the front elevation, utilising this for vehicular parking space contained within the building, thus avoiding the erection of subsidiary garaging which would detract from the character of the building.
C 4. Septic tanks and soakaways to serve the new dwelling must remain a minimum of 10m from any ponds, streams or watercourses to prevent seepage which could cause pollution thereof.
C 5.
The applicant should note that there is an old millrace which runs alongside the mill. Although this is disused it may be capable of transferring significant amounts of water during storm periods and therefore mitigation measures may be require and must be shown in any application for reserved matters. The applicant is advised to consult the Department of Transport Drainage Division in this respect. No alterations to any watercourse may be undertaken without the approval of the DoT's Land Drainage Engineer.
