The site runs between Victoria Terrace and Peveril Road in Peel, comprising a bungalow fronting Victoria Terrace and three rear outbuildings. The proposal was to replace an existing structure — described as a garage but without vehicular access from Peveril Road — with a similarly sized building to serve as a physiotherapy clinic run by the property owner. A separate brick outbuilding would be renovated as a garden store. The clinic was intended to operate during normal office hours, with approximately one client per hour, keeping activity levels low. Three off-road parking spaces are available on site. The area is designated as predominantly residential under the Peel Local Plan, but the modest scale and restricted hours of the proposed clinic were considered compatible with that setting.
The proposal was approved because the replacement building would be of similar size to the existing structure, the clinic use was low-intensity with one client per hour during office hours only, and adequate off-road parking was available. These factors indicated the development would not cause unacceptable harm to the surrounding residential area.

Condition 1
This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
Condition 2
This approval relates to the location plan and drawing submitted on 25th July 2004.
Condition 3
The proposed building may only be used as a physiotherapy clinic in association with the occupiers of 'Wavelength', 5A Victoria Terrace, Peel.
Condition 4
No advertisement matter of any description shall be exhibited on these premises without the PRIOR written permission of the Planning Authority.
