Officer's Report
The site extends from Victoria Terrace to Peveril Road, Peel. It consists of a bungalow which fronts onto Victoria Terrace and 3 rear outbuildings. The building referred to as a 'garage' does not actually have vehicular access from Peveril Road. There are three off road parking spaces, one to the front and two to the rear.
It is proposed to replace the existing 'garage' with a similarly sized building for use as a clinic by the owner of the property. It is suggested that there will be one person per hour at the clinic. Hours would be restricted to 'normal' office hours. The brick outbuilding would be renovated for use as a garden store.
There was a former shop on the site fronting onto Peveril Road but this was demolished following approval for a new vehicular access under PA 95/1838.
The area is one of 'predominantly residential' on the Peel Local Plan. Having taken into account the nature of the proposed works and the scale of the proposed use, it is judged that the development will
not adversely affect the residential amenities of the area nor will it detract from the character of the area. A condition on opening hours may be appropriate given that the applicant has suggested 'normal office hours'. However, the business will be on a small scale and it may be difficult to enforce a time when the last client should leave. Opening times are not judged therefore to be essential.

C 1. This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
C 2. This approval relates to the location plan and drawing sumitted on 25th July 2004.
C 3. The proposed building may only be used as a physiotherapy clinic in association with the occupiers of 'Wavelength', 5A Victoria Terrace, Peel.
C . No advertisement matter of any description shall be exhibited on these premises without the PRIOR written permission of the Planning Authority.
