Land Between Iom Business Park And Post Office Sorting Office Cooil Road Douglas
The application proposed a new building on the western side of an established industrial development site — 'the barley field' — situated between the IOM Business Park and the Post Office Sorting Office on Cooil Road. The site, roughly 100 metres long and 60 metres deep with a gentle 2.5-metre rise from south to north, already had outline permission for light industrial and other development, and had seen approvals for a car hire and sales facility and light industrial starter units. The proposed building would consolidate the sale and storage of tiles, building products, and tools currently split across two separate buildings at the applicant's Lake Road timber merchant and tile centre. The scheme included car parking, landscaping, fencing, and a lighting plan. Planning Committee determined the application and granted permission subject to 10 conditions, including a requirement that the hardstanding for turning and parking be completed before the unit is occupied.
The site already had established permission in principle for light industrial and related development, and the proposal was consistent with that designation. Planning Committee, aligning with the officer's recommendation to approve, was satisfied that the development was acceptable on this allocated industrial site, subject to conditions securing parking, landscaping, and lighting details.

Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to the erection of a timber saw mill building with associated tile shop, building products and tools, car parking and landscaping all as shown in drawings reference 01 and the fencing details both received on 15th January, 2004 and 02D, 03A, 08A all received on 16th February, 2004 and the lighting plan received on 2nd September, 2004.
Condition 3
The unit may not be used or occupied until the hardstanding forming the turning area and the parking has been completed and is available for use.
Condition 4
No water or contaminants from the site may flow or be tracked onto the highway by vehicle wheels.
Condition 5
The fencing must be finished in dark green or black unless otherwise authorised by the planning authority and be erected as shown in the amended A4 photograph and not as shown in the in the Heras brochure received on 15th January, 2004.
Condition 6
Prior to the commencement of building works a sample of the external finish of the building must be approved by the Planning Authority.
Condition 7
The level of noise emitted from the sawmill plant shall not exceed LAeq, 1 hour 40 dB daytime ( 0700-2300 ) and LAeq, 5 minute - 30 dB night time ( 2300- 0700 ) as measured from the rear garden of The Smithy, Cooil Road. The rating level shall be measured and calculated in accordance with BS 4142:1997.
Condition 8
The noise level emitted from the sawmill plant shall not exceed LAeq, 1 hour - 50 dB daytime ( 0700-2300 ) at the site boundary as defined in drawing 01 received on 15th January, 2004. This rating level shall be measured and calculated in accordance with BS 4142: 1997.
Condition 9
The site and its buildings may only be used for the preparation and storage of timber and not for any manufacturing purposes.
Condition 10
The height of any stored material may not exceed 4 m above ground level.
