The application sought approval in principle for a new dwelling on land adjacent to and south east of Stroule, Clay Head Road, Baldrine, in the Parish of Lonan. Despite this, the Committee refused the application on the grounds that the Laxey and Lonan Plan had not yet been placed before Tynwald for consideration. Granting permission at this stage would therefore be premature, as the area plan process had not been fully exhausted.
The Committee refused the application because the Laxey and Lonan Area Plan, which would determine the planning status of this site, had not yet been considered by Tynwald.

- ✕Whilst the Committee has considerable sympathy with the applicant in terms of the length of time taken to progress the Laxey and Lonan Plan together with the fact that the Inspector appointed to chair the public inquiry into the plan specifically recommended that the development of this site is acceptable, the fact remains that the Laxey and Lonan Plan has not yet been considered by Tynwald and as such an approval for development on this site would be judged premature until the area plan process has been exhausted.
