Permission was granted for the erection of a stable block and an all-weather manege at Field Number 614732, Baldrine Farm, Baldrine Road, Baldrine, Isle of Man. During the course of the application, floodlighting was removed from the proposed development. The reason given was that illumination would inevitably and significantly increase the visual presence of the scheme in the landscape. The officer's report noted that the site is partially screened by a natural undulation in the landscape when viewed from the south and east, including from Baldrine Park. The decision was made under delegated authority and four conditions were attached to the approval.
The application was approved on 14 February 2011 by a delegated Senior Planning Officer. Floodlighting was removed from the proposal during the process because its illumination would have significantly increased the visual presence of the development. The site benefits from partial screening by a natural landscape undulation when viewed from the south and east.
There will be a general presumption against development in areas designated as open space or open space for particular purposes.

Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to drawing no.s 10/2316/01, 10/2316/02, 10/2316/03, 10/2316/04, 10/2316/05, 10/2316/06, 10/2316/07 and 10/2316/08 date stamped the 25th October 2010.
Condition 3
Prior to the commencement of use of the stables and manoeuvres the new vehicular access arrangements must be set out and constructed in accordance with the approved drawings.
Condition 4
No permission is granted by this planning approval for the erection and use of floodlighting columns and lights shown within the submitted drawings.
