The site defined in red represents the immediate farm building group at Shenvalley/the Sound Farm which sits to the west of the road which leads past Cregneash to the Sound, accessed via a straight lane. the farm group comprises a farm house which is located at the front of the group and on the right as one approaches the group from the farm lane. To the south west of the farmhouse is a courtyard of masonry buildings and to the south and north west are more modern larger span buildings. The largest of the farm buildings lies to the north west of the main group and separated therefrom by the silage pit. The farmland associated with the farm lies mainly to the south west and stretches all the way to the Sound Cafe.
The farm group is visible from the west as one approaches the Sound from Cregneash (see photographs).
The site lies within an area of an Area of High Landscape or Coastal Value and Scenic Significance on the Isle of Man Planning Scheme (Development Plan) Order 1982 and whilst some of the farm lies within the site of archaeological interest focusing on Cregneash village, the building which is the
subject of this application, lies just outside this circular designation. The site also lies within the area which is the subject of the Direction Under Article 3 (Meayll Peninsula and the Calf of Man) Order (Government Circular 7/06) which suspends the provision of the Town and Country Planning (Permitted Development) Order 2005 Classes 3 to 38 inclusive. The site also lies within the draft National Heritage Area for the Meayll Peninsula and Calf Sound which has not been progressed beyond initial publicity stage.
Planning permission has been sought and granted for the following developments:
Proposed now is the replacement of an existing lean-to annex to the south western side of the courtyard of barns which lie to the south west of the farm house. The existing lean-to projects 4m from the rear of the main barn: the proposed lean-to will be more than twice this depth at 10.3m and will be 18.4m long. The highest side of the lean-to will be 4.7m high and the eaves level 3.3m. The barn is some 190m from the public highway. No details are provided of the building to which the lean-to will be attached although the applicant has provided additional information to state that the eaves of the building to which the lean-to will be attached is 5m.
Manx National Heritage advise caution to ensure that the development is acceptable although they note that "we believe that this application may lie within generally acceptable visual bounds".
The buildings which are to be removed are in poor condition and of poor appearance. Their replacement by a single structure will improve their appearance. The lean-to attachment will enhance a presently untidy collection of structures and whilst modern, will not be out of keeping in a complex which comprises both modern and older buildings.
The lean-to extension will tuck in under the eaves of the building to which it will be attached and as such it is recommended that the application is permitted.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Manx National Heritage represent a statutory authority who raise material planning concerns and as such should be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the demolition of the existing buildings as shown in the submitted drawings and erection of a new lean-to extension as shown in drawing 4041-01 Rev A and the site and location plans all received on 15th December, 2008.
C 3. The cladding on the new extension must match the colour of the material on the existing clad barns within the farm complex.
