The site represents a rectangular piece of ground to the north east of the main building group at King William's College. The site lies to the north of an existing astro-turfed sports pitch, to the east of a long thin structure which accommodates a rifle range and to the north and east is the airfield associated with Ronaldsway Airport. The site is presently grassed.
Several of the elements of the college are Registered (RB 185). These do not include either the site or the buildings immediately around it.
The site lies within an area designated on the 1982p as "Schools and other establishments in their own grounds" with specific reference to "Secondary School and Primary School".
The site has been the subject of a number of applications, none of which apply to this part of the site. The artificial hockey pitch which lies to the south of the application site was permitted under PA 30 September 2008 08/01600/B Page 1 of 3
92/1190. Permission has been recently granted for a large scheme for the redevelopment of the existing tennis courts on the left as one approaches the main building group, together with significant extensions to the existing single storey buildings to the east of this, formed a new performing arts centre and associated car parking. The tennis courts would be converted to car parking (PAs 06/1421, PA 06/1422 and 08/0985).
As a result of the loss of the tennis courts from the scheme referred to above, the applicant now wishes to create replacement courts alongside the hockey pitch. The tennis courts will be finished in bitmac to Lawn Tennis Association standards with a gravel surround with 2.75 m high fencing surrounding the courts on the western side, to the north and east the fencing will be 5 m high and the existing fencing separating the hockey pitch will be retained to the south.
Department of Transport Highways and Traffic Division recommend a condition regarding the disposal of surface water. The proposal states that the surface water will be disposed of to gravel soakaways surrounding the site. As such there is no requirement for the condition in the approval notice.
The site is located some distance from existing public viewpoints and the nature of the development is such that very little of it would be appreciable from outside the site, other than from the airfield.
The Airport has been consulted and they confirm that they have no objection to the development.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

This permission relates to the creation of tennis courts and the installation of associated surfacing and fencing all as shown in 01A and the supporting information all received on 14th August, 2008.
