The application sought approval in principle to build a new dwelling and garage on land forming part of the residential curtilage of Sutton Oak, a property that already has a second dwelling — Sutton Oak Cottage — within its grounds. Both dwellings and the application site are in the same ownership. The site sits within an area zoned as predominantly residential in the Douglas Local Plan, so the principle of residential development was considered acceptable. The central planning question was whether adding a further dwelling would over-develop the site. The officer concluded that a new dwelling, set within its own grounds, could be accommodated without adversely affecting the remaining amenity of Sutton Oak. Design was also noted as a concern, though the report excerpt does not detail the outcome of that assessment.
The site is in a predominantly residential zone, making the principle of a new dwelling acceptable. The officer was satisfied that the proposed dwelling could be set within its own grounds without over-developing the site or harming the amenity of the existing Sutton Oak property.
Douglas Local Plan
The development is compatible with the area since the area is zoned as predominantly residential in the Douglas Local Plan.
