In pursuance of powers granted under the above Act and Order the PLANNING COMMITTEE of the Department of Local Government and the Environment does hereby REFUSE the following application made on behalf of:
Name: Carlton Homes Proposal: Erection of building to provide 23 apartments with associated parking at: 74 - 76 Waterloo Road, Ramsey which was considered on 14th August 2008, for the reasons set out below. Date of Issue: 19th August 2008 Murray House Mount Havelock

Reason(S) For Refusal:
- The development due to its height in a prominent position within the street scene would cause a visually intrusive feature in this location and as such would have a detrimental impact to the visual amenities on the street scene.
- The 1st and 2nd floor apartment windows within the southeast elevation would result in significant overlooking resulting in a loss of privacy to the detriment of the adjacent property "Carlton Court". Additionally, the ground, 1st & 2nd floor apartments within the northwest elevation would also result in overlooking resulting in a loss of privacy to the detriment of the adjacent property 68 Waterloo Road. It is considered that such overlooking would detract from the residential amenity currently enjoyed by adjacent occupiers and would therefore be an un-neighbourly development.
- The proposed development would be contrary to General Policy 2 and Transport Policy 7 of the Isle of Man Strategic Plan 2007 in that the proposed car parking provision is inadequate to meet the needs of the development.
This decision was made by the Planning Committee constituted in accordance with Article 3(1) of the Town and Country Planning (Development Procedure) Order 2005.
