Permission was granted for the redevelopment of the former Follies Cabaret Restaurant site at Harbour Road, Onchan, to provide 24 sheltered housing apartments, a warden's apartment, and ancillary accommodation. The site has a notable change in level, sloping from approximately 67 metres at the north-eastern corner down to 61.5 metres at the south-western corner. Neighbouring dwellings in Kirkway and Furman Close generally sit below the application site, while those in Marine View Close are at a similar or higher level. The site also contains a number of mature trees and boundary planting. The officer identified three main planning considerations: the effect on the residential amenity of surrounding properties, the visual impact on the wider area, and highway safety. The application was approved with five conditions attached.
The application was approved on 8 October 2008. The officer considered the key planning issues to be the impact on residential amenity of neighbouring properties, the visual amenity of the area, and highway safety. The decision was made under delegated authority by the Director of Planning and Building Control, subject to five conditions.
The erection of new residential properties may be permitted within areas designated for residential use where these would fit in with the density, massing, design and character of existing adjacent dwellings.

Except where required otherwise by the Local Plan, car parking standards of at least three spaces per dwelling which may include a garage will be applied to all new residential development within the Local Plan area. Permission will not generally be forthcoming for extensions or conversions which result in a loss of parking space behind the building line.

Transport Policy 7: The Department will require that in all new development, parking provision must be in accordance with the Department's current standards. The current standards are set out in Appendix 7. 11.5.4 New development can have a significant impact in terms of the traffic generated by it and the impact on the various modes of travel. The Department considers that proposals which are likely to be significant traffic generators should be accompanied by a Transport Assessment(1) which should look at all modes of transport including access by public transport, cycling and on foot.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

This approval relates to drawing no.s K161/P/10-01, K161/P/10-02, K161/P/10-03, K161/P/10-04, K161/P/10-05, K161/P/10-06, K161/P/10-07, K161/P/10-08, K161/P/10-09, K161/P/10-10, K161/P/11-01, K161/P/11-02, K161/P/11-03, K161/P/12-01, K161/P/12-02 and K161/P/12-03 date stamped the 1st May 2008.
Condition 3
Prior to the commencement of development a landscaping scheme that details all planting and trees to be planted must be submitted to and agreed by the Planning Authority. All planting comprised within the agreed scheme must be carried out in the first planting season following the completion of the development or the occupation of the dwellings, whichever is the sooner. If within a period of five years from the date of the planting of any tree that tree (or any tree planted in replacement for it) is removed, uprooted, destroyed, dies, seriously damaged or becomes defective another tree of the same species and size as that originally planted shall be planted at the same place, unless the Planning Authority gives its written consent to any variation.

Prior to the occupation of any of the apartments the car parking spaces, as shown on drawing no.s K161/P/10-04 and K161/P/10-07 date stamped the 1st May 2008, must be set out and capable of use to the satisfaction of the Planning Authority. A minimum of one car parking space must be specifically designated to each apartment.
Condition 5
With the exception of the warden's apartment, the occupation of the apartments hereby permitted by this approval shall be occupied by persons aged fifty or over and/or persons registered disabled. In respect of occupation by persons registered disabled it is permissible for any associated spouse, dependent or carer to occupy the apartment without restriction on their age or ability.
