The Application Site
The application site forms the curtilage of Burleigh, Richmond Road, Ramsey, which is a single storey detached property located on the eastern side of Richmond Road, which is north of Jurby Road.
Planning Policy
The application site is within an area of residential under the Isle of Man Planning Scheme (Ramsey Local Plan) (No. 2) Order 1998, hereafter referred to as the Ramsey Local Plan. The site is not within a Conservation Area.
Planning History
The following planning applications are considered relevant in the assessment and determination of this application. Alterations and installation of dormer windows to front elevation - 07/01827/B - APPROVED Alterations, installation of dormer windows, creation of a new window and driveway (07/00469/B) - APPROVED Erection of conservatory (98/01946/B) โ APPROVED
Proposal
The application seeks approval for the installation of dormer windows and roof lights to rear elevation.
Representations
The Authority has received no privately written representations objecting to the application.
Assessment / Recommendation
The application differs from the previous approval application due to the proposed two rear flat roof dormers to the rear elevation and for the installation of a velux window in-between the two dormer windows. Due to the dormers being proposed to the rear elevation, the proposals will have no adverse impact upon the visual appearance of the street scene or upon the dwelling itself.
Consideration also needs to be taken, to ensure the proposals will not result in significant overlooking, resulting in loss of privacy for the neighbouring residential properties, in this case Nr 3 Richmond Grove. However, after visiting the site and studying the submitted plans, it is apparent that due to the boundary treatment between the two properties, (mature hedgerows and a number of approximately 3 / 4 metre high trees) and due to the distance between the proposed dormer windows and the neighbouring property Nr 3 which is approximately 23 metres.
For this reasons the proposals would be appropriate in these locations and therefore the application is recommended for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the installation of two rear dormer windows and a velux roof light as proposed in the submitted documents and drawings 07030501 A and 07030501 2A all received on 1st April 2008.
C 3. The external finishes of the extension must match those of the existing building in all respects.
