Permission was granted for the erection of a car hire and sales centre with associated parking and landscaping on the former site of Balthane Farm Buildings, at the junction of Balthane Road and the new industrial estate road in Ballasalla, Isle of Man. The site sits towards the entrance of Balthane Industrial Estate, around 60 metres from where the estate road (B12) meets the A5 Douglas Road. It extends approximately 46 metres along the B12 and 23 metres up the new roadway serving nearby industrial units, wrapping around behind two existing semi-detached residential properties. The application was approved on 10 April 2008 under delegated authority, with seven conditions attached to the permission.
The application was permitted by the Senior Planning Officer under delegated authority. The site, at the entrance to Balthane Industrial Estate near the junction of the B12 and A5, was considered suitable for a car hire and sales centre with associated parking and landscaping.
On land zoned for industrial use, permission will be given only for industrial development or for storage and distribution; retailing will not be permitted except where the items to be sold could not reasonably be sold from a town centre location because of their size or nature
The use of the site for car hire and sales is consistent with the land use designation
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This permission relates to the creation of a car hire and sales facility with associated lighting, landscaping and parking as shown and described in drawings APL/100, /101C and /102B all received on 21st December, 2008.
Condition 3
There must be provided a minimum of nine parking spaces reserved for visitors which are available for such at all times.
Condition 4
There must be no discharge of surface water to the main foul sewer.
Condition 5
The proposed development must be connected to the main foul sewer.
Condition 6
All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwellings, whichever is the sooner. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.
Condition 7
Prior to the construction of the building, a sample of the finish materials must be approved by the Planning Authority.
