SITE The application site forms the curtilage of Field 124020, Greenhill, Jurby Road, Andreas, located on the southern side of the Jurby Road.
LAND USE ZOING / PLANNING POLICY The application site is within an area recognised as being an area of 'partly white land and partly woodland', under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, nor within an area zoned as High Landscape or Coastal Value and Scenic Significance.
The application site has been the subject of a number of previous planning applications, the following of which are considered specifically material to the assessment of this current planning application.
Erection of an agricultural building - 05/92166/B - REFUSED on the following grounds:-

PROPOSAL The seeks approval for the erection of a stable block.
Andreas Parish Commissioners do not objection:- But the Commissioners suggest that a condition be attached to any approved that the stables are not to be converted into living accommodation at a later date.
Highways Division do not oppose the application subject to the imposition of the following condition:-
The owner/occupier of Ballacrebbin Cottage, Jurby Road, has commented to the application which can be summarias as; Concern that the facility is used on a commercial basis and not for the sole use of the applicants; And if it is for commercial use the equestrian requirements are adequately catered for within this immediate area.
The proposal is a modest sized structure for the keeping of horses on the site. The siting of the stables has been chosen to reduce the visual impact of the stables upon the surrounding landscape. The stables would be well screened from public view, particularly when travelling along the Jurby Road due to the significant mature hedgerows and mature trees which line the northern and eastern boundary of the site. Additionally, the stables are a fairly low structure (max 3 metes in height) and would have a timber clad finish (shiplap finish), which will therefore blend well with the surrounding vegetation.
I did have some concern to whether the proposed stable would be rented out to members of the public, I therefore wrote to the applicant who has confirmed that the proposed stables are for the private use only.
For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval. PARTY STATUS I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the stable block as proposed in the submitted documents and drawings RC1, RC2 and RC3 received on 16th November 2007 and 8th January 2008.
Prior to the commencement of any building operations, there must be submitted to and approved by the Authority a scaled detailed plan indicating the proposed hardstanding area. The hardstanding area is also required to provide a site turning area to ensure vehicles and horseboxes can turn on site and re-enter the highway in a forward gear.
Prior to the commencement of any works, there must be submitted to and approved by the Planning Authority, samples of the external finishes of the building.
The stables may only be used for the private use of keeping horses and related feed and equipment in association with the principal dwelling "Farrants Fort".
