Supporting Statement for Pavillion Planning Application
This detailed application is for the construction of changing rooms and a clubroom for the use of Corinthians Football Club, Douglas Royal Football Club and Isle of Man Vagabonds Rugby Club. The location for the proposed buildings was indicated on the Site Plan submitted and approved for the creation of Sports Pitches, PA 06/01967/B. This application was supported by information setting out the reasons behind the requirement for the whole facility.
The proposed Pavillion structure is a pair of linked, pitched roofed buildings, one to accommodate the changing rooms and the other to accommodate the clubroom. The changing room building is single storey whereas the clubroom incorporates a double height space at its heart, overlooked by a mezzanine floor that also gives access to a viewing balcony.
The proposed buildings are to be set down into the site such that they will be barely visible behind existing screen planting running along the side of the main hospital access road. The buildings have been designed to be well below the flight path for incoming emergency helicopters.
The predominant external materials proposed are artificial slates coverings for the roofs and painted render for the walls. Windows and doors will be aluminium, timber or upvc. Stained timber viewing decks are to be provided in front of the clubroom and at the end of the changing rooms where refreshments will be served to spectators. Wheelchair access is provided to both these areas.
In response to Condition 3 to the approval to PA 06/01967/B, the on site car park has been designed to allow full turning and manoeuvring of service vehicles and coaches such that they will leave the site in forward gear. In comparison to the earlier approval the car park has been extended to provide parking on site for up to three coaches.
