The proposal was for a pavilion building on land at Ballafletcher, south east of Nobles Hospital, Braddan. The building would provide changing rooms and a club room to support the playing pitches and car parking approved on the directly adjoining land in May 2007. The site is designated as government-owned land in agricultural use under the Braddan Local Plan, and no specific strategic or local policies were found to weigh against the proposal. The officer concluded that substantial existing tree planting to the north and west of the site, combined with the overall scale of the development, suitably limits visual impact, and that the buildings are visually acceptable and appropriate for the site. The application was amended during the process to address comments from the Highways Division and the Police Architectural Liaison Officer, and was approved by the Planning Committee with five conditions.
The Planning Committee approved the application, in line with the officer's recommendation. Visual impact was judged acceptable because existing tree planting screens the site and public viewpoints are at significant distance.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to drawing no. 1080-00A date stamped the 20th November 2007 and drawing no.s 1080-01B, 1080-02G, 1080-03F and 1080-05 date stamped the 26th February 2008.
Condition 3
Prior to the commencement of development details of the positioning and specification of any required oil tank must be submitted to and agreed by the Planning Authority.
Condition 4
The proposed development must be connected to the main foul sewer.
Condition 5
There must be no discharge of surface water to the main foul sewer.
