Site
The site represents the curtilage of Field 114121, West Kimmeragh Road, Bride, which is a parcel of land located on the northern side of West Kimmeragh Road and north of West Kimmeragh Farm.
Land Use Zoning
The dwelling has been zoned under the Isle of Man Development Plan Order 1982 as being within an area of 'white land' no zoned for development; the site is neither within a Conservation Area, nor within an area zoned as High Landscape Value or Costal Value and Scenic Significance.
Proposal
The application proposes the erection of a windmill.

The Authority has received no privately written representations objecting to the application.
Assessment / recommendation
The overriding concern of the application is the visual impact the proposal will have upon the surrounding countryside. The site is not within an area zoned as High Landscape Value or Costal Value and Scenic Significance.
The reason for the windmill is to provide power to aerate the near pond, which does not have a water flow. The scheme will prevent the pond from becoming stagnant and therefore beneficial to the wildlife in the pond. The applicant bought the land in 2002, and since that time has been restoring the pond and the site, after the site had been used for dumping rubbish since the early 1970's. The applicant has also planted hundreds of trees on the site.
The proposed windmill will have a height of 6 metres and the tower which the windmill will sit on top. It will be constructed of a steel lattice structure which decreases in height. The design of the windmill produces no sound pollution owing to a rubber diaphragm and all that is required is a gentle breeze.
The siting of the windmill has been chosen to lessen the visual impact upon the surrounding countryside. The siting is located in front of the hillside, and therefore the backdrop is not the skyline but the hillside. I consider with the appropriate colour (olive green) the proposed windmill will not be particular apparent upon the landscape, especially when viewing from the west of the site. When looking towards the site from the north, east or west the proposal will not be visible due to the contours of the surrounding land which make up a number of hills.
Recommendation
For these reasons I consider the proposal would be appropriate in this location and therefore my recommendation is for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawings 1871/1, 1871/2 and 1871/3 all received on 3rd October 2007.
C 3. In the event of the windmill erected under this approval becoming redundant it must be taken down along with all ancillary infrastructure and be removed from the site within 3 months of the cessation of use and the land restored back to agricultural use.
C 4. The hereby approved windmill must be finished in an 'olive green' colour.
