Officer's Report
The Site
The site defined in ref represents the focus of Grenaby Farm, a farmyard comprising a large farmhouse, stone and more modern outbuildings all on the western side of the Grenaby Road. Defined in blue is a wider area which represents the farmland associated with the farm buildings.
Planning Status And Relevant Policies
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as white land, that is, not designated for development.
Planning History
The following applications have been submitted in respect of this site:
- PA 85/0791 – erection of agricultural building and silage clamp – permitted
- PA 90/0588 – erection of agricultural building – permitted
- PA 03/0349 – erection of barn/machinery store – permitted
- PA 04/0897 – conversion of part of a existing storage barn to three residential units – permitted
- PA 05/2073 – alterations to farmhouse and erection of garage – refused
- PA 05/2083 – additional use of barn as self-catering tourist accommodation – permitted
- PA 06/0682 – erection of extensions to farmhouse – permitted
- PA 07/1258 – change of use of material for staircases on stone barns – permitted.
The Proposal
Now proposed is the extension of an existing barn which lies at the western end of the farm group. The existing barn is 9m by 1.7m. The extension will wrap around the western end of the building and will add a further 9m to the length and 6m to the width of the building. The extensions will be finished to match the existing finish on the building.
Representations
Malew Parish Commissioners indicate that they have no objections to the proposed development.
Assessment
The building is some distance from the road and the extensions will not be seen therefrom. The alterations will also not affect the operation or enjoyment of the tourist units in the converted barn.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the extension of an agricultural building as shown in drawings 3740-01 and "HAY SHED 1" both received on 12th October, 2007.
C 3. The building must only be used for agricultural purposes.
