Officer's Report
The application site is located within a predominantly residential area. The site is not located within a Conservation Area. The main issues in the consideration of this application are mainly whether the proposal will impact on the visual amenities of the locality and whether it impact on the residential environment of the neighbouring properties.
In respect of the impact on the visual amenities of the street scene, the proposed works will not project any closer to the highway than the existing dwellinghouse. There is a 2m highway wall running long the front boundary of the property. The proposed first floor extension over the existing garage will be more prominent in the street scene than the detached garage block. The proposal is trying to copy some of the features on the main dwellinghouse e.g. dormers. On balance I consider the proposal will not adversely affect the visual amenities of the street scene.
In respect of the impact on La Place, the proposed garage/guest accommodation will be set behind an existing substantial landscaped boundary. There are no windows in the south west elevation of the building. I consider the proposal will have very little impact on the residential environment of La Place.
In respect of the impact on Tregenna, the application site is site to the south west of the neighbouring property. The garage of the neighbouring property abuts the boundary of the
application site.. Therefore any impact from the first floor extension the residential environment of the neighbouring property will be minimal.
The Department of Transport do not oppose subject to the imposition of the following condition: One off-street parking space shall be allocated to the proposed ancillary living accommodation. I consider a condition is unnecessary as the site has sufficient space to accommodate parked vehicles.
I therefore recommend that planning permission be granted subject to conditions.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of first floor extension and a detached garage/guest accommodation as shown in drawing numbers WL/07/1049/1, WL/07/1049/2, WL/07/1049/3, WL/07/1049/4 and WL/07/1049/5 date stamped 18th September 2007.
C 3. No facing and roofing materials shall be used other than materials similar to those used on the existing dwellinghouse.
C 4. The additional living accommodation shall only be used as ancillary accommodation to the main dwellinghouse and at no time shall form a separate dwellinghouse.
