Site
The dwelling 24 Ballamillaghyn Estate, Mount Rule, Union Mills, is a single storey detached property which is within a residential area and is located on a corner plot.
Land Use Zoning
The property has been zoned under the Braddan Parish District Plan (Planning Circular 6/91) as being within an area of predominately residential use; the site is not within a Conservation Area.
Proposal
The application proposes the erection of a conservatory to rear elevation.
Representations

The Drainage Division makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
We have received no privately written representations objecting to the application.
Assessment / Recommendation
The proposal is an acceptable addition to the property, and one which will not create any adverse impacts upon the visual amenity of the street scene due to is position to the rear of the property.
I also do not consider the proposal would result in an adverse impact upon the residential amenity of the neighbouring property, due to the modest size of the extension, limited height of the extension, the boundary treatment which is currently shared between the neighbouring properties (2 metre high hedgerow).
For these reasons the proposal would be appropriate in this location and therefore my recommendation is for an approval

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawing J1445 all received on 21st August 2007.
C 3. The external finishes of the extension must match those of the existing building in all respects.
N 1.
There must be NO discharge of surface water (directly or indirectly) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999.
The application states that the surface water from the proposed development is to be discharged to the "existing drainage". If this "existing drainage" discharges (directly or indirectly) to the foul sewerage system then it should be noted that an alternative means of surface water disposal must be provided.
I confirm that this decision accords with Government Circular Nos 44/05 (Delegation of Functions to Director of Planning and Building Control) and 47/05 (Delegation of Functions to Senior Planning Officer)
