{{table:172612}} The site lies within an area designated on the Castletown Local Plan of 1991 as Castle Rushen High School. On the draft Castletown Area Plan of 2001 the site is designated as Education. ### Planning History The site has been the subject of a number of applications for ventilation units, CCTV, ramps, extensions and mobile classrooms. ### The Proposal Proposed here is the installation of two mobile classrooms at the rear of the school buildings. One will provide a classroom, cloakroom and quiet room and the other a classroom, physio facility, office and both have toilets and access suitable for use by disabled persons. Both buildings are standard mobile classrooms - one 8.5m by 9m and the other 17m by 8m, both 3.2m in height from ground level. There is an existing mobile classroom alongside which was one of those permitted under PA 02/1214. A condition of this permission was that the mobile structure is removed before 5th December, 2006. ### Representations Fire Prevention Officer recommend consultation with them regarding fire safety. Disability Access Officer make recommendations about disabled persons' access ### Assessment The rear of the school is largely screened from close view other than from the rear of the properties in Close Cairbre and Close Malew. From here the new mobile classrooms are within the built curtilage of the school and do not intrude into the open space or playing fields. There would appear to be no adverse impact as a result of the installation of these mobile structures. The applicant has clarified that the mobile classrooms are required in connection with the special needs faculty of the school, the double mobile classroom being presently installed at the front of the site and will be relocated to the position shown on the drawings at the rear. Both will be required until no later than September, 2011. The existing mobile which should have been removed will be the subject of a new application for its retention: this is used for storage. ### Party Status The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status. Disability Access Officer and Fire Prevention Officer raise issues which are covered by the Building Regulations and as such should not be afforded party status in this case. ### Recommendation Recommended Decision: Permitted Date of Recommendation: 13.08.2007

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the installation and operation of two mobile classrooms as shown in drawings P01, - P05 inclusive all received on 6th June, 2007.
C 3. The classrooms hereby permitted may be retained on site up until 30th September 2007 whereupon they must be removed from the site.
C 4. There must be no discharge of surface water to the main foul sewer.
N 1. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
N 2. The Applicant's attention is drawn to the recommendations of the Disability Access Officer, a copy of which is attached to this notice.
