Officer's Report
The area which forms the subject of this application is essentially the roof of the basement car park for phase 1 of the residential redevelopment of the area. The applicants have indicated that the in time it will be developed with phase 2 of the scheme, which as yet been submitted for approval. However, the applicants propose to utilise it for temporary car parking for a period of 2 year from the completion of the phase 1 car parking. The temporary use of the area as a car park is unlikely to prejudice the proper longer term redevelopment of the site and would not have an adverse impact on adjoining or nearby land.
The Highways Division of the Department of Transport do not oppose the application subject to the imposition of the following condition:
"The car park usage will cease on the occupation of Brige Garage apartment development. I do not see any specific planning issue to warrant the imposition of this condition. The access to the car park will become the emergency vehicle access to the apartments and will not conflict with other vehicle movements from the apartments. I therefore consider the imposition of this condition to be unnecessary.
I therefore recommend that planning permission be granted subject to conditions.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the creation of a temporary car park as shown in drawing numbers ap15 and ap16 date stamped 28th June 2007.
C 3. Prior to the use of the car park, a letter notifying the date of completion of the basement car park shall have been submitted to the planning authority. The use of the temporary car park shall cease after a period of two years from the date of completion of the basement car park unless there is by that date planning permission for a further period.
I confirm that this decision accords with Government Circular Nos 44/05 (Delegation of Functions to Director of Planning and Building Control) and 47/05 (Delegation of Functions to Senior Planning Officer)
