The Site
The site represents the curtilage of the terraced dwelling, 5 Church Street, Peel. The property is located towards the northern end of the road near to the junction with Christian Street.
Planning Status
The relevant plan document for consideration in relation to the application site is the 1982 Development Plan Order in which the site is zoned as an Area of Predominantly Residential Use
The Peel Local Plan, 1989, the site is identified as an area of Mixed Use. The application site is also located within a Conservation Area and as such is subject to tighter planning controls and obligations in respect of property alterations.
The Proposal
Planning approval is sought for the installation of replacement windows and doors to the front elevation and rear elevations. The existing windows are original timber sliding sash windows that are in a state of disrepair. The proposal seeks to replace the windows to the front elevation with PVC sliding sash windows. The rear would be replaced with PVC casement windows.
Representations
Peel Town Commissioners have considered this application and make no comment.

Assessment
The application site is located within the Peel Conservation Area and is therefore subject to the tighter planning controls and obligations in respect of property alterations.
The need to replace the windows is accepted given their current condition. The proposed replacement windows to the front elevation are considered acceptable given the sliding sash method of opening and glazing bars.
The proposed windows to the rear elevation replicate the glazing bars of the front sliding sash items. These windows are less visible as access is provided by a narrow lane. The rear door is of an acceptable design particularly given its position resulting in it not being readily viewed from public view points
For these reasons, it is recommended that this planning application be permitted.

It is considered that Peel Town Commissioners accord with the requirements of Planning Circular 1/06 and are therefore afforded interested party status.
