The building at Thie My Chree, Old Laxey Hill already contains three self-contained flats, having been converted from a single dwelling under a previous approval. This application sought to add a fourth flat by converting the lower ground floor. The area directly in front of the proposed living room is used as car parking for the existing three flats, meaning the new flat's main outlook would face parked vehicles rather than a clear and pleasant view. The application also repeated a problem that led to refusal of an earlier application in 2002: the site does not have enough car parking or manoeuvring space to serve four flats. Officers concluded that adding a fourth flat would return the site to the same unacceptable parking position that caused that earlier refusal. Both concerns — poor living environment and inadequate parking — were treated as grounds for refusal.
The application was refused for two reasons. First, the proposed living room would look directly onto the adjacent car park, giving the flat an unacceptable outlook and living environment.
