The site Snugborough Trading Estate, Union Mills, is located along the northern side of Peel Road, southeast of Union Mills. The entrance to the Trading Estate is off Peel Road.
The application site is located within an area zoned as Predominately Industrial in the Braddan Local Plan.
The following application is considered to be relevant in the consideration of this application:
PA 06/00385 β Erection of three advertising signs, Entrance to Snugborough Trading Estate, Union Mills, Isle of Man. Application refused 12th May 2006.
PA 06/00714 β Erection of four advertising signs, Entrance to Snugborough Trading Estate, Union Mills, Isle of Man. Application refused 14th September 2006.
Braddan Parish Commissioners have recommended that this application be approved. The DOT Highways Division does not oppose this application. The Disability Access Office has issued a note in relation to the application.
We have received no privately written representations.
The application seeks approval for the retention of 2No. signs, one located within the site at the 'Y'. This is in addition to the main group signage. The other sign is located opposite to the warehouse to which the advertising signs relate.
This application for signage follows a recent application (PA 06/00714) which sought approval for the erection of four advertising signs at the entrance to Snugborough Trading Estate. This application was refused for the following reasons:
This application proposes the retention of 2No. signs, to be located at the 'Y' shaped road within the site (the first junction reached after entering the site from the main road). The other is to be located opposite to the warehouse to which the advertising signs relate. There are to be no signs at the entrance to the site as proposed in the refused planning application (PA 06/00714).
It is considered that the retention of signage proposed in this application is acceptable given that they are off the main highway and so will not cause undue distraction to passing vehicles travelling on the A1 road with a 40mph speed limit. It is therefore not considered that these signs will be of detriment to road safety.
It is also considered that the signage is not out of place within the setting of the industrial estate as there a number of signs already located for other businesses trading from the estate.
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded interested party status:

a) The development hereby permitted shall be commenced before the expiration of four years from the date of this notice. b) Any advertisements displayed, and any site used for the display of advertisements, shall be maintained in a clean and tidy condition to the reasonable satisfaction of the Department. c) Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition. d) Where an advertisement is required under these Regulations to be removed, the removal shall be carried out to the reasonable satisfaction of the Department. e) No advertisement is to be displayed without permission of the owner of the site or any other person with an interest in the site entitled to grant permission. f) No advertisement shall be sited or displayed so as to obscure, or hinder the ready interpretation of any traffic sign, railway or tramway signal or aid to navigation by water or air, or so as to render hazardous the use of any highway, railway, tramway, harbour or aerodrome.
This permission relates to the plans and information submitted and date stamped 4th April 2007.
