Officer's Report
The application site is located within a Conservation Area. The proposed extension is set to the rear of the property. The extension will not adversely affect the visual amenities of Westminster Terrace.
In respect of the impact on No.21 Westminster Terrace, the application site is set to the west of the neighbouring property. The extension will project 3.5m behind the rear elevation of the single storey outrigger to No.21 Westminster Terrace. I therefore consider any impact from overshadowing and loss of light to be minimal.
In respect of the impact on No.23 Westminster Terrace, the proposed extension does not project any closer to the boundary of No.23 than the existing outrigger. I consider any impact to the neighbouring property will be minimal.
I therefore recommend that planning permission be granted subject to conditions.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Whilst IoM Fire and Rescue Service represents a statutory authority, the points raised in correspondence relate to Building Control matters and not planning and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a rear extension as shown in drawing number 06/111/01 date stamped 10th April 2007.
C 3. No facing materials shall be used other than materials similar to those used on the existing building.
C 4. There must be no discharge of surface water to the main foul sewer.
N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
