The application site comprises of a field located close to Baljean Farm, which is located off the Baldhoon Road in Lonan.
The proposed development comprises of the erection of an agricultural building on the application site.
Whilst the application site itself has not been the subject of any previous planning application approval was granted through 04/00009/B for the creation of cattle corals and through 05/01306/B for the erection of an agricultural building in an adjacent fields.
Lonan Parish Commissioners recommend that the planning application be approved subject to a condition required the planting of trees to aid the screening of the building.
The Society for the Preservation of the Manx Countryside and Environment suggest that a dark coloured roof be used to limit the visual impact of the building.
The application site is located within a wider area of land that is designated as open space/agricultural use under the Laxey and Lonan Area Plan Order 2005. There are two policies within the plan that are considered specifically material to the assessment of the planning application.
"There will be a general presumption against development in areas designated as open space or open space for particular purpose."
Policy L/OSNC/PR/7 states:
"Permission for the erection of new buildings related to agriculture will only be granted where the Department is persuaded that the building is essential for agricultural purposes and that they comply with the Department's policy guidance on such matters."
The planning application seeks approval for the erection of an agricultural building on the application site.
The applicant's farm holding totals over 5,000 acres of land. This comprises of 1,500 acres of owned land, 3,400 acres of secure long-term tenancy land and a remainder of five year short-term tenancy land. Their animal stock comprises of 3,000 breeding ewes and 350 suckler cows plus all replacements and young stock. Within their application they have stated that the proposed agricultural building is the final phase of an animal welfare scheme recommended by the Department of Agriculture, Fisheries and Forestry.
There are two elements to consider when assessing the development proposed by the planning application. Firstly, it is necessary to assess whether the proposed development is justified and secondly, if it is justified, whether the impact of the proposed building is acceptable.
In terms of justification it is considered that based on the extent of the farm holding, the size of the animal stock and it being part of a recommended scheme there is sufficient justification for the proposed building. As such there is sufficient reason to set aside policy L/OSNC/PR/1.
It therefore remains necessary to assess the impact of the proposed building. Whilst it's siting, which is associated to the existing corals and barns, is relative to the farm group it is inevitable that a building of the size proposed will have some visual impact. This impact can be addressed by careful selection of material colours and possible screen planting. In terms of colouring the use of a grey roof is probably the most appropriate colour to attempt to limit impact from longer distance. At closer distance the use of screen planting would assist in softening the visual impact of the building.
It is recommended that the planning application be approved.

C 3. The building must only be used for agricultural purposes.
C 4. Prior to the erection of the building a planting scheme that reduces its visual impact must be submitted to and agreed by the Planning Authority. All planting comprised within the agreed scheme must be carried out in the first planting season following the completion of the development. If within a period of five years from the date of the planting of any tree that tree (or any tree planted in replacement for it) is removed, uprooted, destroyed, dies, seriously damaged or becomes defective another tree of the same species and size as that originally planted shall be planted at the same place, unless the Planning Authority gives its written consent to any variation.
