The application sought to convert an old stone barn at Corvalley, on the western side of the A10 road south of The Cronk in Ballaugh, into guest and tourist accommodation. A single-storey extension to the east elevation was also proposed, intended to provide a utility room and toilet. The site sits within an area of High Landscape or Coastal Value and Scenic Significance and on land not zoned for development, making Planning Circular 3/89 (Renovation of Buildings in the Countryside) the key policy framework. The officer concluded that the stone barn was worthy of conversion and met the criteria in the Circular, which supports renovation of redundant countryside buildings that contribute to the character of the landscape. The extension was considered modest in scale, traditionally designed, and matching the external appearance of the existing barn, so it was judged not to detract from the visual character of the site. Conditions were imposed to protect a nearby watercourse during construction and to secure two off-street parking spaces within the curtilage of the accommodation.
The barn was found to meet the criteria of Planning Circular 3/89 as a building worthy of conversion in the countryside. The extension was modest, traditionally designed, and matched the existing barn, so it raised no visual concerns.
Renovation of Buildings in the Countryside
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to the submitted documents and drawings 00459/1 and 292-01 all received on 9th March 2007.
Condition 3
Prior to any works of the development, there must be submitted to and approved by the Planning Authority a scheme indicating the details of the proposed two off street parking provisions that are required to serve the needs of the development.
Condition 4
The external finishes of the extension must match those of the existing building in all respects.
Condition 5
The roof(s) must be finished in dark natural slate.
Condition 6
The conversion of the barn to guest or tourist accommodation may be used only in association with "Corvalley South" and for purposes ancillary to the use of "Corvalley South" as a single dwelling house.
