This application sought approval in principle for the erection of two dwellings on a field to the south of Close Mooar, Glen Darragh Road, Glen Vine. The site lies on the edge of the built-up area and is classified as open countryside under the 1982 Development Plan Order. The Planning Committee refused the application on 19 June 2007, in line with the officer's recommendation. The site is visible from the former railway line and Glen Darragh Road, and the officer noted it provides a transition between low-density housing on the opposite side of the road and the open countryside beyond. The formal refusal reason stated that developing this open and attractive area would be contrary to the site's zoning and to policy guidance requiring such land to remain substantially free from development. The committee also considered that approval would prejudice the preparation of a development plan for the area and set a precedent for further development on undesignated land both locally and elsewhere on the Isle of Man.

site must include provision for a footpath link to join the site to the north allowing pedestrian access from the Main Road to the Colby Glen Road, via Site 13 and the site being developed under 11/0684/B. Advice must be sought from the Highway's Division (DoI) prior to any application being made. 5. Development plans must include ground level information and cross sectional drawings to show the relationship of any new dwellings with existing dwellings in Ballacriy Park which appear to be at a lower level than the Ballacubbon land.
