The Site
The site represents the curtilage of the Meary Veg Sewage Treatment Works situated on the eastern side of the A25 Old Castletown Road accessed by a new concrete road which interlinks with the public footpath network. The site accommodates offices associated with the Drainage Division, the treatment works itself and associated storage facilities and plant.
Planning Status
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) (Santon Head Amendment) Order 1995 as sewage disposal works within a wider area of an Area of High Landscape or Coastal Value and Scenic Significance.
Planning History
PA 99/0845 - construction of sewage treatment plant with associated buildings and works, (IRIS Scheme) - permitted.
Works have also been undertaken to the building (mezzanine floor) and access to the site and around the office (PAs 05/0010 and 06/1724 respectively).
The Proposal
Proposed now is the construction of an additional silo for storage of the sewage sludge cake and the associated pipework. There is already a silo to the south east on the site, some 12m away. The new silo will be the same dimensions - that is 9m in height and 4m in diameter with the necessary railings and metalwork attached for maintenance.
Assessment
The silo is not a small structure but the same as the existing silo. More of the new silo is exposed in the view of the plant from the south west as the building alongside is lower in height. However, anyone looking at the site is in no doubt that there is industrial plant here and the additional silo will not significantly change the appearance of the site from the surrounding footpaths.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a cake silo as shown in drawings reference 9018/001 and 9018/002 both received on 2nd February, 2007.
