The Site
The site defined in blue represents the land and buildings associated with Strenaby Farm, towards the northern end of Abbeylands. The land extends to a number of fields stretching back from the Abbeylands Road together with a farm bungalow which has permission for use as tourist accommodation, re-built farmhouse and so agricultural buildings all concentrated in a group between Lower Strenaby Farm to the south west and Ballacashin to the north east.
Planning Status
The site lies within an area designated as an Area of High Landscape or Coastal Value and Scenic Significance on the Onchan Local Plan adopted by Tynwald in 2000.
Planning History
The most recent application was for the re-construction of the farmhouse and conversion of the bungalow to tourist accommodation (PA 01/1767). A lunge menage was permitted under PA 95/1064.
The Proposal
Proposed here is the construction of a shed in which horse riding would be undertaken. The building would be erected to the north of the existing farm group. The building would be 40m by 20m and 5m to the eaves, 7m to the ridge. The building would be finished in dark green sheeting.

ASSESSMENT
The building would be sited so as to be close to the existing farm group and its visual impact limited by the existing buildings between it and the road. Abbeylands Road tends to be used only by those with specific business in this area as it is a cul de sac. The area is however visible from a wider area, from Johnny Watterson's Lane from where a location in the open space between the existing menage and the buildings to the south east may be less intrusive.
The applicant's agent has confirmed that the land to the south east is sloping and preparing it for the new building would involve significant infilling which they do not wish to undertake. Also, there are cables within the field which would probably prevent the erection of buildings or any significant excavations.
PARTY STATUS
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
