The application site is a stone-built, two-storey outbuilding within the residential curtilage of The Garth, Garth Road, Crosby, containing ground-floor stores and a two-bedroom apartment on the first floor. The building sits in a courtyard separated from the main dwelling and is located in the countryside outside any development zone. This resubmission addressed those concerns in two important ways: the treatment room was relocated into the existing building rather than into the new swimming pool extension, and the large lounge extension that had previously been approved was removed from the scheme. The swimming pool extension itself would be constructed in stone with a slate roof, matching the character of the existing building, and the site benefits from existing screening. Planning Committee approved the application in line with the officer's recommendation.
The use was judged acceptable as ancillary to the existing residential use on the site, and the building's screened position within the landscape reduced its visual impact.
Renovation of Buildings in the Countryside
the conversion of existing redundant buildings where such conversion complies with planning circular 3/89 - Renovation of Buildings in the Countryside. Alternatively the Department may accept the expansion of existing facilities which have shown a positive previous contribution to tourism in the area. However, no approval will be granted to any development which would result in an adverse impact on the countryside whether this be from visual intrusion, the impact of traffic or car parking or inadequate arrangements for the servicing of the development.

site must include provision for a footpath link to join the site to the north allowing pedestrian access from the Main Road to the Colby Glen Road, via Site 13 and the site being developed under 11/0684/B. Advice must be sought from the Highway's Division (DoI) prior to any application being made. 5. Development plans must include ground level information and cross sectional drawings to show the relationship of any new dwellings with existing dwellings in Ballacriy Park which appear to be at a lower level than the Ballacubbon land.
