The site represents the curtilage of the Vicarage associated with Rushen Parish (Trinity) Church, to the north of Barracks Road and to the west of Church Road.
The site is designated as Worship on the Arbory and East Rushen Local Plan indicating that the application site and the land alongside is associated with the Church.
The following applications have been submitted in respect of this site:
Proposed is the conversion of the barn to the rear of the dwelling to living accommodation on the ground floor, together with the erection of a conservatory on the front of the barn. The accommodation would be a bedroom, lounge, kitchen and bathroom with conservatory. Changes to the building include the installation of new ground and first floor windows, removal of the existing garage door and replacement with patio doors and fixed windows to which will be added the conservatory and the replacement of a window in the ground floor on the rear elevation with a pair of patio doors. There is already an apartment in the first floor (see PA 89/0641).
The conservatory is not an addition which would look as if it were part of the outbuilding which would appear to retain at least some of its original barn-like character. Also the addition of the windows do introduce a domestic element to what it an outbuilding, as suggested by the Society for the Preservation of the Manx Countryside and the Environment who also wonder whether the loss of this garaging will result in the request for further garaging on the site.
The Commissioners suggest that it should be clarified where the parking to be associated with this new accommodation, will be provided as there are sometimes vehicles which may be associated with the site parked on the road.
The building is well screened from the road: it is only visible when passing the lych gate to the Church and what is visible appears as a modern building not an older barn which has been modified. There is clearly a lot of room for car parking in association with the existing and proposed uses. A plan showing clearly how this will be arranged has been submitted, reference AT836.4 Rev 1 received on 22nd January, 2007 has now satisfied the Commissioners’ concerns in this regard.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Society for the Preservation of the Manx Countryside and the Environment is not directly affected by the proposal and as such should not be afforded party status in this instance.
The Isle of Man Water Authority, Fire Prevention Officer raise issues relating to servicing and Building Control issues and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the conversion of the ground floor of the barn to provide accommodation ancillary to that of the main dwelling, The Old Vicarage and the erection of a conservatory all as shown in drawings reference AT 836.2 and -.4 received on 1st December 2006 and AT 836.4 Rev 1 received on 22nd January, 2007.
C 3. There must be no discharge of surface water to the main foul sewer.
C 4. The proposed development must be connected to the main foul sewer.
NOTE: A Drainage Connection Fee will be payable to the Drainage Authority on this development
N 1. For single connections to a water main (i.e. a single dwelling) the applicant should contact Isle of Man Water Authority Customer Services, telephone 695949.
N 2. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
