Permission was sought to erect a row of nine lock-up garages at land to the rear of May Hill, Grays Gardens, Ramsey, Isle of Man. The application was refused by the Director of Planning and Building Control under delegated authority on 18 December 2007. The decision turned on highway safety concerns. The lanes giving access to the proposed garages were considered unsuitable in both width and layout to accommodate the additional vehicle movements the garages would generate. Without a proper apron area in front of the garage doors, vehicles would block the lane while drivers opened and closed them. The existing poor visibility at the corner near the site would not be improved and would in fact be made worse by the proposed construction, compounding the highway safety concerns.
The application was refused because the lanes serving the proposed garages are too narrow and poorly shaped to handle additional traffic. The absence of an adequate apron in front of the garages would cause vehicles to obstruct the lane while drivers open and close doors. Poor visibility at the nearby corner would also be made worse by the construction.
