The application covers the detailed layout of four residential plots on fields 224254 and 224255, situated between the existing developments of Faaie Craine and Squeen Meadow, about 200 metres from Ballaugh village centre. The site was previously used for grazing and fronts Station Road (A10), with a sod hedge along the north-eastern boundary. The reserved matters follow an earlier outline permission (02/02007A) and set out the estate roads, sewers, and plot arrangement. The main planning issue was highway safety. The Highways Division had objected on grounds of inadequate visibility splays. A 1.8m wide public footpath along the Station Road frontage, with a replacement sod hedge set approximately 5 metres back from the highway, was considered to make a significant contribution to pedestrian safety.
The proposal was approved because the access and visibility arrangements, including the set-back of the sod hedge and the new footpath along the site frontage, were judged sufficient to address highway safety concerns. Four dwellings was considered a minor addition in traffic terms that would not significantly increase hazards on Station Road.

Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to the submitted documents and drawings 06 0040/3, 06 0040/2, 101, 201 REV 0, 200 REV A and 202 REV A all received on 31st October 2006 and 06 0040/1/A received on the 13th March 2007.
Condition 3
The proposed plots on this development must be connected to the public sewers in a manner acceptable to the Department of Transport Drainage Division. Any future planning application for the individual plots on this development must show the foul and surface water disposal routes to the sewers. All drainage works must conform to the requirements of the Department of Transport's "Manx Sewers For Adoption" and all necessary inspections/surveys (including CCTV) are to be carried out at the developer's expense.
Condition 4
There must be NO discharge of surface water (directly or indirectly) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999.
Condition 5
The proposed development must not be commenced until either; - The time for requesting an appeal has expired; or - Any appeal has been determined; Whichever is the later.
