Officer's Report
The Site
The site represents the curtilage of the facilities of the Manx Society for the Prevention of Cruelty of Animals, which is situated on the northern side of the A24 road linking The Eairy with Higher Foxdale. The site accommodates a number of buildings all used for purposes of caring for abandoned, sick and feral animals and supporting facilities such as administration and a cafe.
Planning Status
The site lies within an area designated as "white land" on the Isle of Man Planning Scheme (Development Plan) Order 1982.
Planning History
The site has been the subject of a number of applications:
- PA 94/0505 โ approval in principle for alterations and extensions - approved on appeal
- PA 99/1592 - erection of aviary - permitted
- PA 99/2372 - erection of administration block, kennel block and landscaping including wildlife pond - permitted
- PA 00/01199 - relocation of approved aviary - permitted
- PA 01/1345 - erection of five lampposts - refused on appeal
PA 02/1014 - erection of five lampposts - permitted
the last of which sought permission for the creation of a seal pen extension and alterations to a porch (PA 06/00774) and was permitted.
The Proposal
Proposed now are alterations to the approved seal pen simply to add a door to the new facility.
Assessment
The addition of the door will not adversely affect the appearance of the building which in any case is within the site and cannot easily be seen from outside the site.
Party Status
Department of Transport and Malew Parish Commissioners The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 2. This permission relates to the introduction of a door as shown in drawing reference 06/06/02 and the location plan all received on 8th May, 2006.
