The application is an amendment to a previously approved scheme (06/00774B) for a seal pen extension and removal of an entrance porch at the Manx Society for the Prevention of Cruelty to Animals site on the northern side of the A24 between The Eairy and Higher Foxdale. The change sought was the introduction of a single door to the new facility, as shown on drawing reference 06/06/02. The site contains several buildings used for caring for abandoned, sick, and feral animals, along with administration and café facilities, and sits within land designated as 'white land' under the 1982 Isle of Man Planning Scheme. The officer assessed that adding the door would have no adverse effect on the building's appearance, and noted that the building is located within the site and is not readily visible from outside it. Permission was granted under delegated authority with two conditions, including a four-year commencement requirement and a condition tying the permission to the specific approved drawings.
The proposal was permitted because the addition of a door to the already-approved seal pen building would not harm the appearance of the structure. The building sits within the MSPCA site and is not easily seen from outside, so there was no material visual impact to weigh against the development.
