14 September 2006 · Delegated
Rileys Garden Centre, Cooil Road, Douglas, Isle Of Man, IM4 2af
The application sought permission to construct a conservatory extension to the rear of the Eden Park garden centre building at Cooil Road, Braddan. The conservatory was to be built in a gable-end style over an area already used externally in connection with the garden centre café, rather than encroaching on any retail sales space. The key planning consideration was whether the extension would affect the functioning of the garden centre, particularly its sales area. Because the footprint covered only an existing external café area and left the sales floor unchanged, the officer concluded the proposal was acceptable and granted permission under delegated authority.
The conservatory was permitted because it would be built over an existing external area associated with the café and would not reduce the garden centre's retail sales area. No material harm was identified, and the proposal was judged acceptable on that basis.
