THE APPLICATION SITE AND PROPOSED DEVELOPMENT The application site comprises the curtilage of a detached dwelling that is located adjacent to the Coast Road in Maughold. The proposed development comprises of the alteration and extension of a garage onto the side of the dwelling. PLANNING HISTORY
There have been three previous planning applications that I consider to be potential material to the assessment of the current planning application.
Planning application 03/00492/B sought approval for the extension of the dwelling. This previous planning application was initially considered and approved on the 10th October 2003, with the initial approval decision notice issued on the 15th October 2003.
Planning application 04/01921/B sought approval for the erection of a single storey extension onto the rear elevation of the dwelling. This previous planning application was initially considered and approved on the 22nd October 2004, with the initial approval decision notice issued on the 26th October 2004.
Planning application 05/00382/B sought approval for the erection of a garage onto the side of the dwelling. This previous planning application was initially considered and approved on the 29th April 2005, with the initial approval decision notice issued on the 10th May 2005.
Maughold Parish Commissioners have concerns regarding the overall level of cumulative development permitted through previous approved planning applications and consider the visual impact of the development to be an important consideration.
The Manx Electricity Authority request that an informative note be attached to any approval decision notice.
The Society for the Preservation of the Manx Countryside and Environment object to the planning application.
The application site is not designated for any specific purpose under the 1982 Development Plan Order and effectively constitutes a dwelling in the open countryside.
There are no planning policies that I consider specifically relevant to the assessment of the development proposed by the planning application.
The development proposed by this planning application basically represents an amendment to the previous planning application 05/00382/B, which granted approval for the erection of a garage onto the side of the dwelling. This planning application proposes a garage that runs the full width of the dwelling and has an increased roof height to provide the corresponding roof pitch.
I consider the difference and increase between the proposed development and the extant approval to be relatively modest. Due to the alignment of the adjacent Coast Road and the orientation of the dwelling the primary public view of the extension will be from the side. From the side I am satisfied that the matching of the roof pitch is a suitable form of development. I do not consider the proposed development to impact on public or private amenity to an unreasonable extent and recommend that the planning application be approved.
I consider that the following parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status:
Maughold Parish Commissioners; and The Manx Electricity Authority.
I consider that the following parties that made representations to the planning application do not meet the criteria of Government Circular 1/06 and should not be afforded interested party status:
The Society for the Preservation of the Manx Countryside and Environment.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice. C 2. This approval relates to drawing no.s 0501/PL01 rev. A and 0501/PL02 rev. A date stamped the 2nd June 2006. C 3. The external finishes of the extension must match those of the existing building in all respects.
N 1. The applicant/developer is recommended to contact the Manx Electricity Authority to discuss the provision or change of any electrical supply.
