Officer's Report
The Site
The site represents the curtilage of a former farmhouse and outbuildings all located on the western side of the Grenaby Road (B41) together with the land associated with it, largely lying on the eastern side of the road.
Planning Status
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as "white land", that is not designated for development.
Planning History
Planning permission has previously been granted for the conversion of the barns to living accommodation under PA 04/0987. Various outbuildings have also been approved (PAs 95/0791, 03/0349 and 90/0588).
Planning permission was sought and refused for alterations and extensions to the house together with a new garage with gym, under PA 05/02073, Permission was granted for additional use of the outbuildings which were the subject of the earlier successful application for conversion, as self catering tourist accommodation (PA 05/2083).
The Proposal
Now proposed are alterations to the main house, responding to the earlier refusal. The proposal now involves an extension at the rear which is 2m less wide and 0.9m lower at the ridge and projecting 0.7m less from the rear elevation. The front porch is now two and a half storeys which looks a little odd: the eaves of this should be at the same level as those of the main roof. Otherwise the scheme remains as previously submitted although there is no longer any garaging or gym proposed.
Assessment
The scheme is smaller than that previously proposed and attempts to address the Committee's previous concerns. In my view the applicant has achieved this. The omission of the garage block will render the house more visible but this is no bad thing as either as existing or as altered and extended, the house is attractive. The extensions are still substantial but better proportioned than previously.
Party Status
Malew Parish Commissioners and the Fire Prevention Officer are both statutory representatives and should be afforded party status in this instance.
The Society for the Preservation of the Manx Countryside and Environment are not directly affected by this proposal and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations and extensions shown in drawings reference 0436/PL004 Rev G received on 2nd June, 2006 and 0436/PL003 rev A received on 21st April, 2006.
C 3. The external finishes of the extension must match those of the existing building in all respects.
C 4. All windows indicated in the approved drawings as having two equal sized opening lights, one on top of the other, must be sliding sash and fitted with external glazing bars and retained as such unless otherwise approved by the Planning Authority.
N 1. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
