This application sought permission for highway and harbour access improvement works covering Bath Place, Peveril Square, part of Loch Promenade, and the Bottleneck car park in Douglas, Isle of Man. The Planning Committee approved the application on 18 August 2006, subject to 12 conditions. The officer report identified two main planning issues: the potential impact on the appearance and character of the Douglas Promenades Conservation Area, and possible effects on TT race provisions. Both issues were considered as part of the assessment leading to approval. The decision was made by the Planning Committee of the Department of Local Government and the Environment, with the case handled by Mr Chris Balmer.
The Planning Committee approved the application on 18 August 2006. The key planning issues considered were the impact on the character and appearance of the Douglas Promenades Conservation Area and possible effects on TT race provisions. The application was found acceptable on both counts.

Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to the submitted documents and drawings Figure 1, Figure 2, Figure 3 and Figure 4 all received on 12th April 2006.
Condition 3
Contact the M.E.A. for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site.
Condition 4
All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
Condition 5
There must be NO discharge of surface water (directly or indirectly) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999.
Condition 6
Appropriate measures must be taken by the developer / occupier of the premises to ensure compliance with the legislation.
Condition 7
Due to the complexity of the public sewer network situated within the area of the proposed highway works we request that the applicant liaise closely with the Borough of Douglas Drainage Department prior and during the contract period to ensure that access to the sewer system is maintained at all times.
Condition 8
Raising of manhole covers and frames must be carried out in accordance with the Borough of Douglas Drainage Department requirements. New manhole cover and frames must conform to Department of Transport ' Manx Sewers for Adoption'. Note:- recessed manhole covers in-filled with paviours / flagstones are NOT permitted.
Condition 9
NOTE Layouts should ensure there are dropped kerbs at all road junctions and that appropriate tactile paving is provided.
Condition 10
Dropped kerb crossing places should also be provided at various points along any road although these can be provided by way of driveways to properties.
Condition 11
If however the alternative 'shared surface' option is used then there should be a clear delineation line between pavement and road to assist people with sight impairment.
Condition 12
Where common parking is to be provided then $5 \%$ should be designated disabled parking.
