The site Snugborough Trading Estate, Union Mills, is located along the northern side of Peel Road, southeast of Union Mills. The entrance to the Trading Estate is off Peel Road.
There are two other applications which are also under consideration for erection of signage (06/00469/D) and Erection of signage (06/00363/D).
The application is for the erection of two advertising signs. Both signs would have the same dimensions; both would be either side of the entrance to the Trading Estate. Currently there are a total of two signs either side of the entrance road which State The Snugborough Trading Estate. Once inside the site there are a number of signs, a main sign (official) which indicates and directs to
all the companies within the Estate as well as a number of signs advertising individual companies which vary in size and design.
The Department of Transport Highways Division have objected to the application on the grounds that: the potential proliferation of advertising signage at this busy junction is a distraction to highway users and reduces road safety.
The Braddan Parish Commissioners have also considered the application and they have recommended that: there is a material planning reason to object to the principle and detail of the application as submitted on the grounds that there is already existing adequate signage identifying the name of the Estate and directing members of the public to the specific location of each of the traders within the Estate.
That the proposed signage would have a detrimental visual impact when viewed from the adjacent Highway and would establish a precedent for further applications from traders within the Estate which if approved, would significantly increase the number of signs that would be visible from the Highway, and increase the detrimental visual impact.
We have received no privately written representations objecting to the application.
I have concerns of the proposed two signs fronting the entrance of the site. The Objections by the Highways Division and the Braddan Parish Commissioners would seem to be material Planning reasons, which I also agree with. There are already a total of three Planning Applications (including this submission) which have been submitted for similar schemes. If approved the entrance of Snugborough Trading Estate would become very cluttered and would cause an adverse visual impact to the detriment of the street scene and would act as a distraction to highway users and reduce road safety.
For these reason the proposal would seem inappropriate in these locations and therefore my recommendation is for a refusal.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:
