The site is a parcel of land adjacent to the Energy from Waste (EfW) Plant, accessed from Kewaigue Road (A6) in the Richmond Hill area of Braddan. The site had an established planning history as a recycling and civic amenity location, with earlier approvals in 2003 and 2004 for recycling-focused uses. The Planning Committee refused the application for two reasons. First, the proposed additional uses amount to general storage rather than recycling, and would unacceptably reduce the site's capacity to fulfil its intended recycling function. Second, the scale and height of scaffold storage already visible on the site was noted as visually detrimental, and the proposed use would adversely affect the setting of the adjacent EfW Plant and general visual amenity.
The committee refused because the additional uses — storage of building materials, plant, equipment, and scaffolding — are not recycling activities and would compromise the site's potential for proper recycling use. The scale and height of scaffold storage would also harm the visual setting of the neighbouring Energy from Waste Plant. Both the officer and the committee agreed on refusal.
