The application, submitted by Colby A.F.C. Ltd, sought approval in principle for a new football ground with associated facilities on a greenfield site south of Colby Railway Station, accessed via Station Road off the A7. The site is a field to the east of the Colby Glen River, with dwellings along Station Road and at the entrances to Station Park and Croit-e-Cubbon nearby. The officer acknowledged that additional traffic would be generated, but noted it would be concentrated at limited times — evenings for training and Saturdays or Sunday mornings for matches — and generally outside peak hours. The applicant indicated that the maximum attendance recorded at any one time had resulted in 66 vehicles. The officer concluded that, if the club was to expand and remain in the village, this was an acceptable location, and that the additional traffic on Station Road — which already serves over 70 properties — would be limited in frequency and timing.
The Planning Committee agreed with the officer's recommendation to approve. Additional traffic was judged acceptable because it would occur only at limited times outside peak hours, and the site was considered a suitable location for the club to expand within the village.
Condition 1
This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
Condition 2
This permission relates to the principle of the creation of football pitches and associated car parking, access and buildings for clubhouse facilities and tractor shed all as generally shown in drawing reference AT 750.1 received on 1st November 2005.
Condition 3
No development may commence until such times as the junction of the A7 and Station Road has been improved to provide visibility to drivers emerging from Station Road, of 2m by 70m and the provision of a shared surface carriageway between Croit-e-Cubbon and the railway line. In any proposals for improving visibility at the junction of the Main Road and Station Road, consideration should be given to pedestrian as well as road safety, particularly in respect of the lowering of the parapet/coping on Cubbon's Bridge and the need, if any for railings in this respect.
Condition 4
The application for reserved matters must include full details of the proposed light/barrier crossing of the steam railway line. This must be in place prior to the commencement of any works in connection with this approval.
Condition 5
The application for reserved matters must include details of a landscaping plan to reinforce the existing planting alongside the railway line and to soften the impact of the proposed car parking. The existing planting must be accurately illustrated in the reserved matters plans and existing trees protected by appropriate fencing prior to the commencement of works on site.
Condition 6
There must be no discharge of surface water to the main foul sewer.
Condition 7
The proposed development must be connected to the main foul sewer. NOTE: A Drainage Connection Fee will be payable to the Drainage Authority on this development
Condition 8
The access, new facilities and some of the parking spaces closest to the changing facilities must be suitable for use by disabled persons. The advice of the Disability Access Officer and the Sports Officer for Disabled Athletes at the National Sports Centre is recommended in this respect.
